Passing the IOV driving test: what examiners look for

Every applicant for a driving permit in Uganda must pass the practical test administered by the Inspectorate of Vehicles. There is no route around it, and no permit is issued without it.

Most candidates who fail do not fail because they cannot drive. They fail on small, repeatable faults that an examiner has to mark.

What the examiner is actually assessing

Not flair. Not speed. Three things: whether you control the vehicle, whether you observe properly, and whether you apply the rules under mild pressure.

Control — smooth clutch, clean gear changes, no stalling, controlled braking, confident hill starts
Observation — mirrors and shoulder checks you genuinely perform, before you act, not after
Rules — right of way, stopping properly, correct positioning, signalling in good time

The faults that fail most candidates

Rolling through a STOP line

The single most common fault we see in mock tests. A STOP sign means wheels stopped, not slowed. Examiners mark it every time.

Mirror theatre

Glancing at a mirror without registering anything, or checking it after you have already begun to move. Examiners have watched thousands of candidates and can tell the difference between looking and performing.

Roundabout priority

Uganda drives on the left, so you give way to traffic coming from your right and travel clockwise. Under pressure, candidates who learned the rule as arithmetic rather than instinct get it backwards.

Hill starts

Rolling backwards on a slope is an immediate and very visible fault. Practise until the handbrake and clutch balance is automatic.

Driving too slowly

Nervous candidates crawl, thinking caution reads as safety. It does not. Undue hesitation at junctions is a fault, and holding up traffic unnecessarily is marked.

How to prepare properly

Take mock tests on the actual manoeuvres. Familiarity removes most of the nerves.
Train on real roads. A yard cannot simulate a busy roundabout.
Fix small habits early. Riding the clutch and drifting wide are far harder to unlearn later.
Sleep. Tired candidates make observation errors they would never make rested.
Bring the right documents. Valid National ID or passport, learner's permit, photographs.

If you fail

It is not the end of anything. Find out precisely what was marked, drill that specific thing, and go back. Candidates who fail once and address the actual fault usually pass comfortably on the second attempt. Candidates who fail and simply hope tend to fail again.
