Getting a learner's permit in Uganda

Before you can train properly on a public road, you need a learner's permit. It is the provisional document that makes it legal for you to practise under supervision, and it comes before everything else.

What it allows

A learner's permit lets you drive on a public road while supervised, in a vehicle of the class you are learning. It does not make you a licensed driver. You cannot drive alone on it, and it is not a substitute for a full permit.

What you need to apply

• A valid National ID or passport
• Passport-size photographs
• The applicable government fees

You do not need any driving experience. This is the first step, not a reward for finishing something.

How to apply

Most people apply through their driving school, because the school prepares the paperwork, submits it and follows it up. At Limtai we do this as part of every full package, and we also process learner's permits on their own for people who are not training with us — if you are practising privately or already have a trainer, come to us for the permit only.

What comes after

The learner's permit is step two of seven. The full sequence is:

1. Register with a licensed driving school
2. Get your learner's permit
3. Theory and highway code
4. Practical training — three weeks at Limtai, five days a week
5. Certificate of competence from your school
6. The practical test at the Inspectorate of Vehicles
7. Permit processing and collection

Practising on a learner's permit

Supervised practice is genuinely useful, but be careful who supervises you. A friend who drives is not the same as an instructor who teaches. Bad habits learned in the first month — riding the clutch, poor mirror discipline, drifting wide on roundabouts — take far longer to unlearn than they took to acquire.

If you are going to practise privately, take at least a few structured lessons first so you know what good looks like.
